A waiver has been granted by the 7s working group of the Performance Game Board to allow 7s-specific clubs who didn't have 9 players and a coach registered by June 15 (the minimum requirement for 'good standing') to continue participating in the 2018 Club 7s season.
The eligibility regulations require all clubs to be in good standing by June 15, but it is believed that most clubs don't see player registrations occur until the week of their first qualifier. Clubs that play XVs easily clear the June 15 hurdle, as they have to be in good standing to a higher standard by April 1 of each year, so the June 15 provision basically only hits 7s-specific clubs. Several regions do/did not have their first qualifying tournament scheduled until June 23 or later, which it is believed further hurts 7s-specific clubs in meeting this deadline. It has been further determined that many 7s-specific clubs failed to meet this deadline in previous seasons and it went unnoticed by administrators.
As such, it has been voted to provide all 7s-specific teams a waiver for meeting 'good standing' by June 15 provided they meet the standards prior to participation in their first qualifying tournament (at least 9 players and a coach) or July 1, whichever is/was first. As a reminder, all players must be registered to their club, transferred to their club, or have begun the transfer process electronically, by 11:59 PM Mountain Time on July 1.
