2019 Club 7s Handbook: Qualifying Structure (Section 7)
7.1. Competitive Regions
All teams participating in Club 7s qualifiers participate in one of eight competitive regions (CRs), unless otherwise excepted (e.g. Hawaii). The competitive region lines are the same for 7s as they are for 15s. Competitive Regions (CRs) are defined as the geographic regions instituted by USA Rugby with the 2013-2014 competition restructure 7.2. Competitive Region Management All competitive regions are expected to work with their Competitive Region (CR) committees, as well as their regional unions, though the 7s directors for each region do have some autonomy in operation. All CRs are expected to have at least one (and no more than two, if separated by sex) 7s director(s). Directors are expected to ensure that all tournaments and competing teams are properly registered and conform to the standards outlined in the Club 7s handbook. 7s directors are also responsible for competition management of their region, as well as the proper and responsible tracking of all competition management data. 7.3. Competitive Region Responsibilities All competitive regions must host a minimum of 2, and no more than 4, qualifying tournaments to determine the qualification and rank of teams participating on behalf of the CR at the Club 7s National Championship. All teams must be seeded by competitive performance within the total CR, and CRs may not allocate seeds based on anything other than total-CR performance (be that across a CR qualifying series, or final standing at a CR championship event). All qualifying tournaments must follow minimum standards of operation (Section 8 of this document, as well as links in the Appendix) and be certified by the 7s working group or its official designee. |
