Pool Information:
Pools will be set by a combination of 3-year performance ranking, 2018 performance, and the desire to place two regional #1 seeds in each pool. Pools will also be made to keep teams from the same region away from each other, and to ensure no #3 seeds are placed together.

Team Information:
16 Teams will compete in the 2019 USA Rugby Women's Club 7s National Championship. 
​Teams will be announced as they qualify, and pools will be announced in July 2019.

In 2019, seeding is determined by the principle that “every region shall receive at least 1 seed – but all other seeds should be determined by performance of each region.” The 7s working group met at the 2018 Club 7s National Championship and proposed there (later verified by wider discussion) that all seeds be determined ‘blind’ by criteria spanning over 3 years. It was felt that 3 years was the best period of judgment, as it minimized the potential of outliers who only performed well once, without going too far back so as to judge events where no current players would have participated.
 
To determine performance of each region, teams from previous events were awarded points that contributed to their region’s total. Those totals were then weighed by highest and lowest performers per region, and each region’s seed was ranked. In some instances, the #2 performing team from a specific region did better than the #1 performing team from another. To further evaluate the ability of a third team to compete, the group looked at the difference in performance between #1 and #2 to see what an expected #3 could garner, and if it would potentially perform better than a #2 from another region. To be eligible for a third seed, regions must have their #1 seed score in the top four. The result of this system produced the following seeds for 2019:
Pacific North (ACR1): 3 seeds
Pacific South (ACR2): 1 seed
Frontier (ACR3): 1 seed
Red River (ACR4): 2 seeds
Midwest (NCR1): 2 seeds
South (ACR2): 2 seeds
Atlantic North (ACR3): 2 seeds
Mid-Atlantic (ACR4): 3 seeds
Seeding in 2019 will be awarded based on 3-year performance by region (2017-2019) and compliance with enrollment requests (team, tournament, player information).
