2018 Club 7s Handbook: Club Eligibility & Enrollment (Section 4)
4.1. General Club Registration Requirements
Clubs must adhere to all general USA Rugby club eligibility regulations in Section 2 of the USA Rugby Eligibility Regulations. Additionally, clubs must follow the pertinent Club 7s regulations including (but not limited to):
-Having the club registered by June 15
-Having all players registered or transferred by July 1
-Having no fewer than 9 players on each event roster
-Having no more than 12 active players on each roster (you may have a traveling reserve as a 13th player, but they may only replace injured players under specific conditions, and the active roster is still limited to 12 players)
-Having no more than 3 non-citizens on your roster at any point in time
4.2. 2018 Club 7s Team Enrollment Form
In addition to adherence with all USA Rugby Eligibility Regulations, teams competing in the 2018 Club 7s season (qualifiers, approved tournaments and, if applicable, the Club 7s National Championship event) must enroll their club using the 2018 Club 7s Team Registration Form. There is no fee for the Club 7s Team Enrollment Form, though USA Rugby has fees for club registration.
The registration form includes mandatory contact information, confirmation that teams understand all competition rules & procedures, questions regarding general club information, and a short survey regarding items such as budgeting.

4.3. Club Eligibility
a. A Club must be registered and In Good Standing with USA Rugby and the Approved Governing Body by June 15th. A Club or team may be registered solely to play Sevens. Clubs already enrolled in the current year’s CIPP do not need to re-register to participate in Sevens.
b. Each participating Club may carry a maximum Roster of 12 players per event. There is no limit on number of players used by a Club in multiple Qualifying events. Teams may carry a 13th ‘traveling reserve player’ who make take the place of a player on the 12-player Roster if:
i. The qualifying tournament has an approved event medical staff, and
ii. The event medical staff rules a player from the initial 12-player Roster unable to compete for the remainder of the tournament, and
iii. The tournament director has been notified of the medical staff ruling and removed the injured player from the remainder of the competition
c. Each Roster must include a minimum of nine (9) players.
d. Each Roster may include a maximum of three (3) players who are not U.S. citizens
e. Clubs may Qualify MORE than one team as long as each team has registered by June 15th as a separate club (e.g. Boulder #1, Boulder #2). A second Club, registered and formed from an existing Club is considered the same as a new Club, and held to all USA Rugby Eligibility Regulations for the USA Championship Event.
f. Players must register with, and can only compete in Qualifying Tournaments for, one Club.
g. Clubs may enter more than one team into Qualifying Tournaments. All players must be registered to the Club by the deadline (July 1). For purposes of this Regulation, each Roster is locked for the duration of the Qualifying Tournament.
