2019 Club 7s Handbook: Player Eligibility (Section 5)
5.1. Qualifying Tournament Eligibility
In order to compete in Club 7s qualifying tournaments, players must meet the following criteria in order to participate:
a. Be Registered to the Club and residing in the United States, through initial enrollment or transfer, prior to the earlier of (i) playing in any Qualifying Tournament pursuant to a) above, and, (ii) July 1.
b. Players may register with any Club for sevens but may not play in any Qualifying Tournaments for any other Club during the USA Rugby Sevens Competitive Season. Players who transfer to another Club must initiate the request prior to the July 1 deadline and have approval of their previous Club and Approved Governing Body.
c. For Competitive Region Championship Events, each player must be capable of meeting the required Regulations for the USA Rugby Championship Event.
d. Players under the age of 18 must have signed parental or guardian consent form on file with the Club acknowledging assumption of risk while participating in the sport.
e. Players must have proof of identification and citizenship available at all events in which they participate. The only valid proofs of identification and citizenship are:
i: United States Passport, or
ii: Government-issued photo ID and birth certificate from a U.S. state or territory
Social security cards and military IDs are NOT acceptable for verification of citizenship.
Clarification: Non-citizens must have a government-issued ID to prove identity. Players who do not possess U.S. passports or U.S.-based birth certificates will count as non-citizens for the purpose of player eligibility. Players who do not bring foreign-based passports to events will still need to prove residency/entry prior to July 1.
f. Players unable to compete with their historic clubs due to other rugby or life commitments may apply for a waiver to compete with their club when/if they qualify for the Club 7s National Championship. This provision is intended to protect clubs that unexpectedly lose players to professional XVs or have mandatory rest in high-performance environments.
g. Players must fill out a media and performance questionnaire prior to July 1, 2019. Players that fail to meet this deadline may not participate in a tournament after July 1 unless the form has been filled out properly. Teams are responsible for ensuring that their players fill out the form appropriately, and may check a list of players who have filled out the form at usaclub7s.com. (Update: Not required for 2019 qualifying play but still required for National Championship event)
h. Players may only compete in qualifying competition with a single team and must be registered to the team which they represent in competition, even if a club fields multiple qualifying sides

5.2. National Championship Eligibility
a. In order to compete at the Club 7s National Championship, players must play for the Club in at least two sevens Qualifying Tournaments (or other tournaments as pre-approved by the 7s working group of the Performance Game Board), scheduled at least one week apart, prior to this USA Rugby Championship Event. Other pre-approved tournaments must be rostered events, with rosters supplied to USA Rugby by the tournament organizer.

b. All players competing at the Club 7s National Championship must be in compliance with Section 5.1 of this document, including possession of documents to verify identity/citizenship, proper completion of media questionnaire, proper completion of all required tournament paperwork (liability waivers, media waivers) listed in the tournament information packet, and competitive play in at the minimum number of events.
c. Teams intending to use non Regional Qualifier 7s for the purpose of getting players eligible to compete at the Club 7s National Championship must do the following:

Players may seek a waiver of the minimum event participation requirement by following 13.5.2(c) of the USA Rugby Eligibility Regulations and submitting a timely waiver to the USA Rugby national office. Requests for a waiver of the Eligibility Regulations will not be reviewed or considered when submitted to USA Rugby less than five (5) business days prior to a Competition for which eligibility is required. Members may also seek a waiver of the Regulations based on other unusual or extraordinary personal situations provided the player has Registered by the deadline and the request does not conflict with the intent of the Regulations or the Spirit of the Rules.

- Notify the Club 7s Commissioner Howard Kent (info@denversevensrugby.com) and Eligibility Coordinator Justin Holshuh (jholshuh@usarugby.org) of the team's intention to use a non-qualifier 7s tourney, for player qualification purposes at least 2 weeks prior to the event..
- Get the tournament director to agree to ID check your team prior to play and then complete this at the event.
- Get the tournament director to sign a copy of the team roster based on the checked-in players.
- Take a team photo at the event.
- Send the the team Roster & Photo the 7s Commissioner Howard Kent (info@denversevensrugby.com) and Eligibility Coordinator Justin Holshuh (jholshuh@usarugby.org) within 7 calendar days of the completion of the tournament..
